Welcome New Owners & Residents!

Please get a copy of the Rules & Regulations booklet from your owner or from the Property Manager, so you understand the rules for our community. Please note that you are responsible for complying with the community Rules and Regulations, as well as the association’s other governing documents. Violating these rules will lead to fines.

Important Notes…

  • Red Zones/Parking in Front of Garage Doors: Blocking a garage door, or parking at a red curb/fire lane, is not permitted, and may result in the vehicle being towed at the vehicle owners’ expense.  
  • Oil Stains, etc.: Stains left on your driveway or within a parking space, from oil or other fluids from your vehicle, are the responsibility of the vehicle owner to clean.

Trash: Cardboard boxes, etc., must be broken down and deposited into a designated trash receptacle to save space.   

  • Homeowners Maintenance: Reminder: Screen Doors are to be maintained in a like new condition.
  • Common Area Alterations: Reminder: Any items placed within or on the common area that is an Association maintained portion of the building or landscape must go through the Architectural Application process.
  • Pool and Jacuzzi: Use of pool/jacuzzi is restricted to residents and guests. Guests must always be accompanied by a resident.
  • City of El Cajon Ordinance 8.32.025 Smoking Prohibited: Are you a smoker?? If you have answered yes to this question (this includes marijuana,), please take a moment to familiarize yourself with City of El Cajon Ordinance number 32.025 especially items D, items: 1C, D, 2A and 2E. As noted in a past newsletter, should a complaint be submitted for smoke, the deeded homeowner will receive a violation letter.
  • Thank You!!: The Association would like to thank you for being courteous to your neighbors by keeping the noise down, breaking down large trash/recycle items such as cardboard boxes, not parking in fire lanes or blocking garage doors.
  • Gutter Cleaning: Please note that there will be crews on the roofs the end of November – the beginning of December after the trees have shed their leaves. Additional notice will be posted prior to scheduling.

BOARD MEETINGS

Our Board meetings are held on the second (2nd) Monday of each month at 6:00 pm in the clubhouse. The agenda for each upcoming meeting is posted at the community 3 or 4 days before the meeting. Owners are invited to attend and provide suggestions and/or concerns.

**Please be advised that the October meeting will be held on Tuesday, October 9, 2012 due to the Columbus Day Holiday being observed on Monday, October 8, 2012.

LANDSCAPE

The new landscape company has started and we will be conducting out first walkthrough with them on September 27th.

Walkthroughs will be conducted on a monthly basis and are set for the fourth (4th) Thursday of every month at 8:30 am.

Per the Association’s CC&R’s each homeowner is responsible for maintaining the landscape and or plants not in common area. Please note that no plants should be allowed to over grow on the walls of the buildings or fences as it causes damage to these areas. The Board would like to remind all the residents to keep their landscape and plants under regulation.

**If anything is planted in the common area without previous approval from the Board, this will be removed at the resident’s expense.**

COMPLAINTS

The Board of Director’s welcomes complaint letters from homeowners about observed rule violations by others. Letters must identify the persons who are in violation and be signed by the homeowner who is complaining. Names of writers of complaints are strictly held in confidence and not revealed in follow up to the complaint. But no action can be taken against events where the offender is not known.

CC&R’s/RULES AND REGULATIONS

The Board would like to inform the residents that Beacon Street COA is governed by Declaration of Covenants, Conditions and Restriction as well as Rules and Regulations approved by all the members of the Association. These governing documents are currently outdated and are being reviewed by the Association’s attorney and will be updated and submitted to the ownership for approval.

Fencing along Granite Hills: The Board had requested for Management to provided proposals to replace the fencing with wood or vinyl. After looking into this matter further we discovered that per the Association’s current CC&R’s the aesthetics of the complex cannot be changed unless approved by the entire ownership. The Board has deferred this item until further discussion and until they have reviewed the updated CC&Rs that will be provided by the Association’s attorney.

MISCELLANEOUS

Maintenance: The Board is working on having the Community looking brand new. Please report any discrepancies noted throughout the community. A work order will be submitted to the maintenance man and will be tracked on a monthly basis during our monthly walk-through.

Garden Windows: The Board is awaiting a second opinion for the Association’s attorney as to what the Association’s responsibility to replace the windows is. Further information will be provided to the homeowners once the Board has reviewed the second opinion and has discussed the matter. In the mean time temporary repairs will be done to the garden windows as needed.

ANNUAL MEETING:

As many of you know we did not meet quorum of the ownership to count the ballots and have an annual meeting. However, we will meet quorum at the July meeting and we will conduct the Annual meeting before our regular meeting. If you are still holding on to your ballot, you can still mail it in to management or bring it to the July meeting with you.

Patio Fences: The patio fences that are around the pool area have been approved for renovation and the work will soon commence. Your cooperation in removing all items from the patios is greatly appreciated so that this project can run smoothly.

Water Conservation:

1. Never hose down your patio or balcony always use a broom or blower. (Can save up to 100 gallons a week.)

2. Don’t allow children to play with the hose. (Can save up to 10 gallons a minute.)

3. If washing your car at home, use a bucket of water and sponge. Rinse quickly at the end. Never allow the hose to run continuously. (Can save up to 150 gallons a week.)

4. Water your lawn and landscaping before dawn or after the sun sets when there’s less evaporation. Adjust your sprinklers so they don’t spray on sidewalks, driveway or street. (Can save up to 250 gallons a week.)clip_image015Noise: Noise carries easily in our community. Loud, disturbing and unnecessary noise will not be tolerated. This includes barking dogs, yelling, loud music & television etc. Please be courteous to your neighbors and try resolving any matters in a friendly manner to keep the tranquil atmosphere in the community.

Dogs: We seem to be a community of dog lovers, which is wonderful. However, we need to remember to pick up after our pets. It is considerate and would be appreciated by all. Homeowners may be fined if not in compliance with the rules and regulations.

EXTRA PARKING SPACES

The Board would like to thank all those who voiced their concerns, comments and opinions as to what to do with the four (4) extra parking spaces that belong to the Association. The Board discussed the matter thoroughly and agreed to have a lottery conducted at the July meeting to determine which four (4) homeowners would be awarded the extra parking spaces for the period of one year. Please see the attached letter and form regarding this matter, for more information.

INDIVIDUAL PARKING SPACES

If there are any homeowners that would like to rent out their own deeded parking space to another homeowner and would like to does not know how to go about it, you can contact management and the manager can add a short message on the monthly newsletter to have any interested residents contact you directly as this will not be an Association matter.
